Kelly records Color-Sergt. Smith as drill instructor to H Company 4th Territorial Force Battalion The Welsh Regiment was at 33 Margaret street . Other personnel included Capt. J.Lloyd; Lieut. D. A. Hughes R.A.M.C.(T.F.) as its medical officer, Colour-Sergt. A. E. Smith as the drill instructor). Kelly lists The Armoury.

The same personnel are listed in Kelly's Directory for South Wales, 1910, which records Welsh Regiment (4th) (H Co.): Capt.J.Lloyd, Surg.-Capt. D. A.Hughes (medical officer), Colour-Sergt. A. Smith, (drill instructor); and the address is College street
